Harry, Queen Elizabeth's grandson, and his American wife Meghan quit royal duties in 2020 to forge new careers in Los Angeles. Subsequently the couple have relied upon a private security team. Prince Harry and wife Meghan lost their British taxpayer-paid protection when they and moved to the US. However, his legal representatives said that these arrangements did not give the prince the level of protection he needed while visiting Britain. His private security team in the US doesn't have adequate jurisdiction abroad or access to UK intelligence information, they said. "In the absence of such protection, Prince Harry and his family are unable to return to his home," the statement said. Legal papers showed Prince Harry arguing that the US team would not have adequate powers to protect his family in Britain. It cited an incident in July 2021 where they said his security had been compromised whilst leaving a charity event due to the lack of police protection. Opposition Labour Party leader Keir Starmer accused Johnson of breaking the law , and of lying to parliament when first challenged about the reports of parties.

Harry's mother Princess Diana died in a 1997 car crash while trying to escape paparazzi photographers. "The UK will always be Prince Harry's home and a country he wants his wife and children to be safe in," a legal representative for the duke said in a statement to PA.” Harry and his wife Meghan lost publicly funded police protection in the UK when they stepped down as senior working royals and moved to California in 2020. The government has previously dismissed two offers to pay for police protection, the prince's lawyers said. A spokesperson said the process behind those decisions had been opaque and inconsistent and failed to consider the full risks." Last summer, Prince Harry's car was chased by paparazzi photographers as he left a charity event in London. Asked about the statement a government spokesperson said that the UK government's protective security system was"rigorous and proportionate", and that it was its long-standing policy not to provide detailed information on any arrangements as this could compromise individuals' security. Harry and Meghan’s 7-month-old daughter Lilibet has yet to meet her great-grandmother, Queen Elizabeth II, and other members of the royal family. The spokesperson also said it would be"inappropriate" to comment in detail on any legal proceedings. She died in Paris in 1997 after a high-speed car chase also involving photographers, and Prince Harry's relations with the British media remain fraught." Harry sought a judicial review - a legal challenge to the lawfulness of decisions taken by a public body - in September 2021, the statement said. His lawyers said they had decided to make that information public due to a leak in the British press. A British government spokesman refused to comment on any legal proceedings but said its protective security for VIPs was"rigorous and proportionate". “The goal for Prince Harry has been simple, to ensure the safety of himself and his family while in the UK so his children can know his home country,” it said. "The UK will always be Prince Harry’s home and a country he wants his wife and children to be safe in," the statement said. "With the lack of police protection comes too great a personal risk. To do so could compromise their integrity and affect individuals' security," the spokesman said. Prince Harry hopes that his petition – after close to two years of pleas for security in the UK – will resolve this situation. It also said it was inappropriate to comment on any legal proceedings. The Sunday Express reported that Johnson would remove all existing coronavirus restrictions at an upcoming review, including mandatory face masks and an instruction to work from home where possible.
