Trump's declaration frees up some $40 billion in disaster relief funds for local authorities.

President Donald Trump declared a national emergency Friday in what critics say was a long-delayed admission of the gravity of the coronavirus crisis that's triggered the shutdown of schools, sporting events, offices and travel in the world's richest country.

In the economic and cultural engine of New York, the state's governor restricted gatherings of more than 500 people. Iconic cultural institutions including Broadway went dim. Millions of office workers were also being asked to work from home in a bid to slow the spread of the virus. Later Friday a ban on travelers from most of the European Union was to take effect, contributing to the near emptying of airports.

A massive stock market sell-off followed, whereas Friday's performance saw the Dow Jones rising sharply while Trump spoke. Trump surprised reporters by reversing his insistence on not needing to be tested for coronavirus or going into self-quarantine, following his contact with numerous politicians who since took the precautionary measure.
