While penalties, enforcement and speed-limiting technology can work together to reduce speeding, they do not change what matters most – the mindsets of drivers. Cars do not kill people; reckless drivers do. Just as organisations have a safety climate, a community can also be said to have a road safety climate shaped by its values, rules and expectations. The notion that communities have different views of road safety is not far-fetched.
This creates a culture which disrespects traffic laws, normalises the daily breaking of traffic rules, and sends the message that anti-speeding measures and messages can be taken lightly. In the United States, vulnerable road-user laws require motorists to observe minimum safe distances when passing cyclists, and impose severe penalties if a motorist injures a cyclist or pedestrian.
High-profile campaigns to promote safe cycling or catch “errant cyclists” who ride without helmets also send the subliminal message that it is cyclists’ behaviours that need to change to create safer roads, when it is errant drivers who cause severe damage.
