"The capacity to quarantine travellers is a finite resource and we should not waste them on travellers from countries with no or virtually no COVID. That traveller is exceptionally low risk," said Prof Fisher of the Yong Loo Lin School of Medicine at the National University of Singapore. To put things into perspective, the number of arrivals in Singapore was 14,676 in November, a slight uptick from October's 13,397 visitors. Numbers for December are not publicly available yet.

This is why the majority are put on stay-home notice on arrival. "In other countries, we have seen new clusters after no COVID for even 100 days, so we know border infection control breaches happen on occasion."Assoc Prof Cook said that even so, there is no need for border controls to be completely impervious.
