"The key lesson for us and for me, is that the starting point has got to be that the police are not the solution," he said. "The responsibility starts with the Government, to get the basic issues right in society," stressed Mr Shanmugam. No amount of policing would help in this situation, he said. Secondly, the ministers in charge of the situation should take full responsibility of operational policies carried out by the police, said Mr Shanmugam.
