Bill's vote postponed to June as govt seeks more consultations, including with ruling party MPs.

Malaysian activists are fighting against proposed changes by the Prime Minister Anwar Ibrahim's administration to the country's citizenship laws.

The proposed Bill, which includes seven amendments, three new provisions and repeals, aims to tighten the criteria for obtaining citizenship. “There is room for more changes in amendments to happen as the government is seeking to find middle ground by buying more time to listen to enforcement agencies, MPs in its own coalition and also civil society groups,” said Ms Arinah Najwa, director of strategic advisory firm BowerGroupAsia.

Home Minister Saifuddin Nasution on March 27 tabled in Parliament the second reading of the Constitution Bill 2024, but did not proceed with the third reading, after which a vote could be conducted.

Sabah in 2017 had more than 23,100 stateless individuals who were under 21 with at least one of their parents a Malaysian citizen, the Home Ministry has said. The issue is sensitive in the Borneo state, where statewide elections must be held by December 2025.
