SINGAPORE — While seated on the toilet bowl at HarbourFront Centre, an auxiliary police officer who was fiddling with his revolver squeezed the trigger and discharged a bullet at the floor.

The weapon had a range of 46m and was potentially lethal if discharged. Goh, a corporal, was trained and certified to handle and use the revolver and knew that officers were not to draw or use their revolvers without threat. As he was thinking about his financial issues, Goh squeezed the trigger, discharging a single round from the revolver as it was pointed downwards.

On 9 January last year, Goh was examined at the Institute for Mental Health and assessed to have a “transient situational reaction”. He was not diagnosed to have any mental disorder at the material time.
