You can remove ERP tomorrow and you would still see the same amount of cars on the road. Not more. Hardly anybody puts in much effort to avoid these. What is the effectiveness to increase $1 to reduce traffic congestion? What is the effectiveness of COE? We should review our transportation system to make our transportation cost effective to reduce cost not increase cost. Ineffective cost increase burden the economy and people. Blunt tool for a structural problem. There will be no difference if you increase or decrease the rates tomorrow. This is just greedy.
