He told Stomp:"Some passers-by assisted to put out the fire from the nearby hosereel but to no avail as there was no water supplied to it. It was faulty."In response to a Stomp query, the Singapore Civil Defense Force said it was alerted to the fire at Block 108 Hougang Avenue 1 at 1pm."SCDF extinguished the fire using a hosereel. About six people self-evacuated prior to the arrival of SCDF.
