What a paradoxon the term „non-resident population“ is! A particularly quirky Singaporean antinomy. Of course, EP and S Pass holders are residents here, albeit foreign ones. When they travel they must declare Singapore as their „country of residence“ on immigration forms. Period.
It is not local against foreigners per se. There seems to be a fairly large concentration from one particular country and majority of those are viewed as not foreign talents here.
