SHANGHAI - Beijing's new plan to use real estate rules to calm tensions in Hong Kong and forge a closer bond with mainland China is being met with skepticism on both sides.

In Shenzhen, a city of about 12 million people that has some of the highest home prices in the nation, non-local Chinese residents have to pay five years of tax before purchasing a property, unless they have a residency permit.The reaction was swift, and blunt. In Hong Kong, meanwhile, users of an online forum that's become popular among protesters said they wouldn't want to move to mainland China anyway. There's simmering resentment toward Beijing for its anti-democratic policies.
