Alabama’s legislature has sent the Alabama Work Zone Safety Act to Gov. Ivey’s desk after a conference committee.
However, it went through multiple changes between the two chambers through the week. Senate Bill 341 would launch a pilot program to have an automated photographic speed enforcement system , which would take a picture of the back license plate for a speeding car.
On Tuesday, the House of Representatives decided to remove the enforcement of fines from being included in the legislation.Alabama Work Zone Safety Act passes House However, when the amended bill reached the Senate, that chamber did not agree with the change made by the House. A failure to concur vote leads a bill to go to a conference committee, which is a joint session with members of both chambers meant to reach an agreement on a specific bill. The conference committee agreed to put the monetary fine provision back into the bill; however, the compromise was to allow the fines to be used in funding the pilot program, with any extra money collected used for a work zone safety fund for the state. The House discussed the compromise made by the conference committee; some lawmakers, including Rep. Jim Hill said they were against the bill because of the monetary fine provision.
