Old news! Officials like to hoard rice!!

Filipino diet's main staple is rice. Of course we're gonna secure rice enough for 106.7 million (as of 2018) people first, that's enough for about a month. But sorry, if we hoarded too much. I'm sure international trade or barter is solvable without sacrificing too much.
