"This oath taking is needed para maka-start na ako officially sa function ko as PDEA Director General kahit wala pa ako sa Manila. I can now function officially as Director General," pahayag niya. Dagdag ni Villanueva, maliban sa kampanya kontra droga, kabilang sa tututukan ng kaniyang administrasyon ang paggawa ng safety protocol sa kanilang anti-drug operation ngayong panahon ng pandemiya.
Taong 1988 nagtapos sa Philippine Military Academy bilang bahagi ng "Maringal" Class si Villanueva at unang na-destino sa Camp Alagar sa Cagayan de Oro City.
