WHEN I started writing this piece, the Atin Ito coalition, volunteers, journalists and foreign observers on board five indigenous mother boats embarked on a journey to Bajo de Masinloc or Panatag Shoal. If their journey with some 100 fishing 'banca' joining them had gone unimpeded, they were estimated to arrive at their destination by Thursday morning, May 16, or after 23 hours of travel.
A contingent of more than 16,000 Filipino, American, Australian, and — for the first time in Balikatan history — French service members participated. Fourteen other nations — Brunei, Canada, France, Germany, Great Britain, India, Indonesia, Japan, South Korea, Malaysia, New Zealand, Singapore, Thailand and Vietnam — joined Balikatan 2024 as part of the Philippines-hosted international observer program.
