CAMP COL. RAFAEL C. RODRIGUEZ, Butuan City – The alleged leader of the Serabia gang operating in Quezon City was successfully arrested by personnel of the Police Regional Office 13 (PRO 13) and National Capital Region Police Office (NCRPO) in Purok Loring, Barangay Santa Cruz, Rosario, Agusan del Sur province on Wednesday, May 20, this region’s top police official reported Friday.
