Health advocates on Wednesday said that heated tobacco products (HTPs) and vapor products should also be slapped with the same tax rates imposed on traditional cigarettes.

Imposing the same tax rates on the said products “will be an effective means of intervention to protect young people from the harms of smoking and vaping,” said Action for Economic Reforms Project Officer Arjay Mercado.

“HTPs and vapes must be treated as substitutes to traditional cigarettes and, therefore, should be taxed equivalently,” said Mercado. “We support proposals to align the excise tax rates of HTPs and vapes with regular cigarettes at P45,” he added.“It is a major cause for concern that as per the 2018 National Nutrition Survey, one out of five users of vape in the country is aged 10 to 19 years old, compared to one out of twenty users for traditional cigarettes,” he said.

“The latest news in the United States has seen around 1,300 cases of preventable illness due to vaping, and 26 people have already died,” he added. “Given that the debilitating health hazards related to vaping are now starting to surface, our legislators must be proactive in ensuring that the necessary steps are taken to prevent a similar epidemic from happening in our country, and raising the taxes on these products will be one of the most effective regulatory measures,” he furthered.
