Metro Manila mayors had earlier approved a resolution ordering the restriction of movement of all unvaccinated residents unless their travel would be for essential needs while the region is under Alert Level 3. In a statement, CDC PH president Homer Lim said the new policy contained in MMDA Resolution 22-01 is “unconstitutional and particularly oppressive to the most vulnerable sectors of Philippine society.”

CDC PH vice president Mari Kaimo also criticized the MMDA resolution, which only imposes an additional financial burden on the poor “at a time when the incidence of poverty is at the highest rate in recent history.” “Checkpoints must be well-lighted, properly identified and manned by uniformed personnel wearing masks and other protective gear. Upon approach, slow down, dim the headlights of your car and turn on interior lights. Wear your mask properly. Never step out of the vehicle,” he said.
