Interrogations on two Skylab motorcycle drivers delivering goods show the transported items were ordered by Ka Jacob, commanding officer of the New People's Army Guerrilla Front 16C, Northeastern Mindanao Regional Committee.

Interrogations done by authorities showed the items were ordered by Ka Jacob, commanding officer of the New People's Army Guerrilla Front 16C, Northeastern Mindanao Regional Committee . "The government troops are determined to end the local armed conflict in Caraga. We appeal to the active members of the CPP-NPA to lay down their arms and join their families in the mainstream society," Esquivel, Jr added.

The discovery of the delivery led the state security forces into the site of the 51st anniversary plenum of the CPP. Insider information from the NPA suggested the Plenum was actually conducted. This Information was also corroborated by an intelligence officer from 401st Brigade based in Tandag, Surigao del Sur. The high-ranking intelligence officer asked not to be named.
