MULTILATERAL institutions have taken the role of serial assassins, jolting every so often the complacent and generally smug state of Bagong Pilipinas. The latest one came from the World Bank, whose recent report on the state of Philippine education noted something eerily familiar: the inexorable march of Philippine public education from dumb to dumber. Of course, the report was written in the agnostic language the multilateral institution has perfected through decades of trying not to offend member-nations while also trying to point out their policy follies.

But a report saying the 'learning poverty' level of the Philippines is 91 percent subtly carries a message of a thousand indictments that no amount of diplomatese can couch.

Nine in 10 Grade 4 and 5 students in public schools who were 10 years old when they were evaluated on their comprehension skills failed to understand age-appropriate texts, according to the World Bank. There is really no way to sanitize this terrible, horrible finding: our 10-year-olds failed to comprehend texts that took them grueling minutes to read.
