"We end our session in 3 weeks time, June 3. Therefore the best thing we can do now, we can approve, is House Joint Resolution 30 that would grant a provisional franchise," he told ANC.ABS-CBN halted its broadcast operations Tuesday evening after the the National Telecommunications Commission went back on its word that it would give provisional authority to the network for continued operations.
"Now is the time for us to act. We cannot have any other agency--from the very beginning they have no authority at all. The executive has nothing to do with issuing franchises."
