House Committee on Legislative Franchises chair and Palawan Rep. Franz Alvarez on Wednesday wrote to the National Telecommunications Commission to ask for the grant of a provisional authority to the broadcast company and its subsidiaries so they could continue operating beyond May 4.
Senate President Vicente Sotto III said that while the Upper Chamber may support the move, lawmakers would also have to consider the Supreme Court’s ruling on such matters. Former Chief Justice Reynato Puno said earlier that ABS-CBN has to cease operations when its legislative franchise expires, citing a 2003 SC decision he penned stating that a franchise is needed for the grant of a provisional permit to continue operating.
“We could support such but the SC 2003 decision as manifested by Chief Justice Puno is a game changer. We need to further study and review the implications,” he told reporters Wednesday night.“While we welcome the move of the House which seeks a provisional franchise for ABS-CBN, the process to renew their franchise should continue,” he said in a separate message.
As the Senate discussed the government’s allegations against ABS-CBN, the House legislative franchises committee announced on Monday that it set to begin its deliberation on the media giant’s application for a franchise renewal.
