tv MANILA - Presidential Spokesperson Harry Roque on Wednesday said negotiations between the Senate and the House of Representatives on the Bayanihan 2 stimulus package are ongoing and is now close to a compromise.In the interview, Roque said that the executive initially wanted an extension of the special powers provided in the Bayanihan to Heal As One Act. But the bills that have since been filed already included plans to stimulate the economy.

"The position of Sec. Dominguez is that we should only offer stimulus that we can afford, and right now that’s P140-billion," he said. The Bayanihan to Heal as One Act, or Republic Act 11469, was signed into law on March 25 and mandated to be in effect for 3 months until June 24. It granted Duterte additional powers to respond to the pandemic, such as the authority to realign items under the 2020 national budget.Meanwhile, Roque said that quarantine classifications are always based on doubling rate of coronavirus disease 2019 cases, critical care capacity, as well as concern for the economy.

Duterte announced on Monday that Metro Manila will remain under GCQ while Cebu City will be placed under an enhanced community quarantine due to the increasing number of new cases.“One thing going for Metro Manila which is not going for Cebu City is that, we have substantial critical care capacity. Our occupancy rate for our critical care wards, as well as isolation facility is only around 30 to 40 percent so we have about 60 to 70 percent capacity still,” he said.
