A bill was filed at the Senate seeking to provide work-from-home employees, both in the public and private sectors, a monthly allowance of ₱1,000 to help compensate for additional utility expenses while telecommuting.
Senators Francis Tolentino and Ronald Dela Rosa filed on Monday Senate Bill 1684 which would amend RA 11165 or the“Working from home tends to increase utility consumption, particularly electricity...Some workers even purchase their own equipment for working at home. These additional expenses are out of the employee’s own pockets and for the benefit of the employer’s business,” read the bill.Under the proposed measure, the monthly allowance should be deductible for income tax purposes.
Further, the bill does not prohibit employers or the collective bargaining agreement from providing terms more favorable than the said rate.

Not all work could be done at home. Thousands of thousands are not working since March 16 with works they can only perform at worlplace. Seems like you are not aware of them.
