After taking over the helm of the City Hall last week, San Juan City Mayor Francis Zamora has finally inked his first Executive Order, institutionalizing the city’s “Integrity System.”

The measure, signed by Zamora on Monday, will serve as an “internal pre-audit system” to ensure all government transactions were in order and free of anomalies.

The system is established as a “preventive tool” to resist corruption, strengthen the local government’s integrity as a public office, enhance awareness of vulnerabilities and integrity violations, and build a climate of trust across all levels of the government. Section 2 of the measure mandates the assessment of regulatory functions, provisions of services, access to information, communication, reporting of corruption, open data transparency and internal audit.

Based on the result of the assessment, an action plan shall be developed to strengthen resilience from integrity violations, the measure read.The Executive Order, numbered FMZ-001, also mandates the creation of the Integrity Task Force that will conduct the assessment, as well as enforce the action plan.
