Residents from the Garden City of Samal Island hold a rally outside the office of the Northern Davao Electric Cooperative Inc. , to protest the alleged poor services in their communities. What further triggered the local residents to protest, according to Reyes, was the frequent brownout being experienced in their area.“This is really a big problem here in Samal, the electricity. Almost everyday, we are experiencing power outages,” said Reyes. “There are a lot of tourists who want to come in. We understand that they would first check the status of electricity and when they do that, the planned visit would not push through,” said Reyes.
