“Bong” Revilla Jr. is seeking the designation of a permanent disaster risk officer in every city in the country.Revilla on Tuesday said he has filed a bill seeking the creation of a permanent item for a disaster risk officer in every local government unit to strengthen the country’s emergency response system during natural and man-made calamities.
The senator said this will complement the Republic Act 10121, known as the Philippine Disaster Risk Reduction and Management Act of 2010, which tasks the National Disaster Risk Reduction and Management Council to manage the disaster risk reduction in LGUs. It will promote a more efficient structure for organizations in terms of disaster risk reduction and response, he added.
“If we designate a permanent disaster risk officer in every LGU, we will be able to decentralize the duties and responsibilities of the NDRRMC and empower the locality so that they may work together in implementing a disaster management plan based on their locality,” Revilla explained in filing the bill.
Revilla said he believes that a “strong network for disaster risk reduction and response mechanism is necessary to prepare for any upcoming disasters.”
Risk Officers & their staff are always political appointees of the Mayor. If it becomes a permanent position, it will cause friction between the Risk Officers and the Mayor. The Mayor wouldn't want the Risk Officer countermanding his/her authority. That's the real life in LGUs
