Born on December 24, 1954, in Davao City, Kap. Kim was considered a pivotal figure in the barangay aspect who was trusted by Rep. Pulong to lead and assist the communities through the Pulong Pulong ni Pulong program due to his experience and expertise on the ground. The lawmaker even recalled that whenever there is a concern in the barangay early in the morning, Kap. Kim and even the staff from the Pulong Pulong ni Pulong , will wake up to address the matter.“Dako kaayo kawad-on sa siyudad sa Dabaw si Kap. Kim. Ang siyudad nagapasalamat sa imoha, sa imong kaayo, sa imong pag-amuma kanamong tanan,” Rep. Pulong said.
On his end, Wilfredo Villarica, chief-of-staff of the First District Office, described Kap. Kim as a mentor because he has been in the barangay affairs and political scene for a long time. He added that he learned a lot of things from him. Crisking Candia of the Barangay Affairs Office described Kapitan Kim as a public servant whom the people can rely on.
