Buhay Partylist Rep. Lito Atienza made this proposal as he noted that policemen who are being investigated for recycling confiscated illegal drugs or stashing portions of their drug haul during raids have violated the law that mandates observers during police operations.
He cited Section 21 of the Comprehensive Dangerous Drugs Act, which provides that the presence of representatives from the media and the Department of Justice and any elected public official to observe law enforcers while conducting an inventory of illegal drugs seized by suspects. He warned: “These ‘ninja cops’ are bound to use the hazard of death sentences to threaten their victims of extortion, if and when Congress brings back capital punishment.”
