Senate President Pro Tempore Ralph G. Recto lamented Wednesday that the Philippines is way behind its Southeast Asian neighbors in military spending.

The Philippines is number five among its neighbors but this ranking was later changed from fifth to sixth after being dislodged by Malaysia.

The proposed P191.34 billion defense budget representing one percent of GDP of the Philippines pales behind the United States’ $600 billion and China’s $150 billion. Recto said “one government-owned asset whose potential must be expanded” is the DND-run Government Arsenal in Bataan. Furthermore, tapping local manufacturers in producing “entire or even components of vehicles, ships, arms” will create local jobs and generate revenues for the government, Recto explained.

Big-ticket items needed by the AFP can also be supplied by local makers, Recto added, citing the Philippines’ best shipbuilding skills.
