MANILA, Philippines —Delays in issuing national ID cards have been blamed on measures adopted by the Philippine Statistics Authority (PSA) to protect the authenticity of registrants’

According to the PSA, instances exist where its personnel has to resort to manual verifications as these are “close matches.”

“And there are some cases where there is a close match, so they have to resort to manual verification, your honor,” Angara pointed out, “So I guess this is to attain a certain degree of statistical certainty.” “Parang the PSA is really making sure that the card contains the correct information and [is] issued to the right person,” he noted.
