People react as they are stopped by PNP personnel manning the checkpoint at the border of Brgy. Batasan Hills, Quezon City and San Mateo, Rizal after Malacañang instituted an enhanced community quarantine on Monday afternoon. They were eventually given 30 minutes to cross into Quezon City.

In an ANC interview, Presidential Spokesperson Salvador Panelo said the enhanced community quarantine is effective immediately, and assured the public they would be allowed to go home because they “should stay at home.”
