"There has never been a problem with the delivery of humanitarian supplies because there is a special arrangement for it, and the problem arose when the Philippines transported large-scale building materials. That's all I can share with you for now," Huang said as he made a public appearance at the 9th Manila Forum in Quezon City Tuesday.

Chinese Ambassador to the Philippines Huang Xilian said there was no issue with the Philippines's resupply mission to Ayungin Shoal, stressing this was covered by a special agreement between the two countries.

Huang was asked by the media regarding the actions of the China Coast Guard and whether they were instructed to cease their bombardment of the BRP Sierra Madre in Ayungin Shoal. "The United States and some other forces wish nothing but chaos in the South China Sea and continually provoke trouble in this area," he said.

Huang said that China hopes regional countries, including the Philippines, will remain vigilant against what he claims are "malicious" intentions that are jeopardizing peace and stability in the South China Sea. US Assistant Secretary of State for East Asian and Pacific Affairs, Daniel Krintenbrink, said that the agreements made during the trilateral summit were not aimed at attacking China but rather at safeguarding the region and their own countries from escalating conflicts.
