PDEA proposes subjecting inmates in all of PH’s jail facilities to drug tests

He said said all persons deprived of liberty detained in all the jails maintained by provincial governments, Bureau of Jail Management and Penology and Bureau of Corrections should be subjected to these drugs tests.

He eventually shelved the drug test proposals for convicts at the BuCor, thinking that jail officials were not receptive to the idea. Aquino said that PDEA and the “other law enforcement agencies’’ were frustrated and demoralized after the high-profile convicts they help put behind bars were released under the Good Conduct Time Allowance .

But Aquino said that convicted international drug syndicate members earlier nabbed by PDEA agents including three Chinese nationals released under the GCTA will not return to the country to surrender.Even behind bars, Aquino said that the illegal drug trade continued to flourish at the BuCor as convicted high-profile drug lords run their business using cellphones with money flowing freely.
