This early, presumptive House Speaker Leyte 1st district Rep. Martin Romualdez has ruled out the possibility of a reenacted budget for President Ferdinand “Bongbong” Marcos Jr.’s first full year in office.

Romualdez, in a ambush interview with House reporters on Monday afternoon, July 18, said that the passage of the 2023 national budget is the top priority of the legislative chamber during the first regular session of the 19th Congress.

“We are confident that we will do it within the first regular session. We will pass all these measures within the first regular session. Of course the most important is the 2023 budget which we will pass, definitely well, well within the third quarter, or the last quarter rather, and the President will have sufficient time to sign it into law before the year ends,” he said.The government is forced to function on a reenacted budget whenever the General Appropriations Bill is not passed on time.

“As you know the executive has the prerogative to submit the NEP, [national] expenditure program or the proposed budget [within a] 30-day period from the delivery of SONA . We will expect the [submisison of budget] within that time of period,” Romualdez said in the same interview. Marcos ,who won a rare majority mandate during the May 2022 elections, will deliver his first SONA next Monday, July 25.
