Three employees of the Pasay City Environment and Natural Resources Office (PCENRO) are now under investigation following the spread of a viral video of them on social media allegedly receiving money from a tourist who they caught smoking in public.

Pasay City Mayor Emi Calixto-Rubiano on Friday issued a show-cause order against the three, identified as Michael De la Cruz, 48, Roel Dimaculangan, 46, and Noel Surigao.

According to Mayor Calixto-Rubiano, the three were seen in a viral video by their PCENRO Chief Engineer Rene Sanchez who reported it to her. In the video, the three were seen accepting P500 from a Korean who they spotted smoking in a public place, in front of the San Juan De Dios Hospital. During a press conference in Friday, Dimaculangan stated that they did not purposely ask for the money as it was given to them as he was about to issue the Korean a ticket for his violation. He added that he even attempted to return it but the tourist sped away.

They, however, confessed that they did not report the incident immediately to their superior since it happened last September. Dimaculangan said they used to money to buy food. Despite having no formal complaint filed against the three, the Mayor said that they still might face administrative charges. The three employees are given 72 hours to write an explanation to the Mayor.
