President Duterte's administration will enter its fifth year on June 30, with optimism somewhat shadowed by current uncertainties. The past 366 days were not exactly smooth sailing for the President as his administration juggled issues ranging from right to life, free speech to security, public health crisis and the economy.

President Duterte’s administration will enter its fifth year on June 30, with optimism somewhat shadowed by current uncertainties.

When the number of COVID-19 cases stayed at three, President Duterte told the public that there was no need to panic as the virus will most likely die a natural death. However, when the count of confirmed cases spiked in March and after declaring a state of public health emergency, the President was forced to declare a lockdown in Metro Manila that was shortly expanded to cover the entire Luzon.

The pandemic also prompted the return of Harry Roque as the presidential spokesman after he resigned from the post in 2018 to run for the Senate. Chief presidential legal counsel Salvador Panelo, who served as Duterte’s spokesman after Roque resigned, said the latter was brought back as a new strategy in giving information to the public.

Some of the issues raised by the public and some of Duterte’s critics were the 14-day pre-trial detention that can be extended for another 10 days and the Anti-Terrorism Council being allowed to order an arrest of a suspected terrorist. Duterte likewise gave some 2,000 former inmates, who were released under the Good Conduct Time Allowance law, 15 days to submit themselves to the authorities for review, or else they will be treated as fugitives.The GCTA issue likewise gave President Duterte a hard time to choose a new Philippine National Police chief because of some officers’ involvement in illegal drugs, particularly the nation’s former top cop Oscar Albayalde who resigned from his post late October last year.
