"Again, I do not know if the President was alluding to Manila," Presidential spokesperson Harry Roque said during his briefing Tuesday.the Department of Social Welfare and Development and Department of the Interior and Local Government to take over the distribution of cash aid in one city in Metro Manila because of its"disorganized mayor."
