Malacañang said that the liability of Chinese fishermen for abandoning the 22 Filipino fishers in the Recto Bank last month is not diminished even though initial reports seem to point out that both parties are to blame for what happened.

Presidential Spokesman Salvador Panelo made the statement after Foreign Affairs Secretary Teodoro Locsin Jr. said that the findings of the government investigation on the incident do not paint the Filipino fishermen in the brightest lights.

“They had no lookout, even the enemies of the President says you need an assigned lookout. They didn’t… Everybody was asleep,” he added. “They have to justify their action. The only justification would be their lives would be endangered. Eh hindi naman , I don’t think so,” he added. “Abandoning persons in danger is covered not just by UNCLOS but maritime law in general…There is a crime of abandoning a person in danger,” Locsin said.
