Presidential Spokesperson Salvador Panelo clarified that foreign merchant ships exercising right of innocent passage do not have to seek permission from the government.“Sabi ni Presidente ‘yung mga merchant hindi kailangan to inform us. Only the warships, the grey ships, yun lang ,” he said in a television interview.
“‘Yung lugar na yun maraming pirata dun. Kaya other than securing our own, di ba kailangan masecure din kayo. Andun ang mga Coast Guard para i-guide kayo. Yun ang importante ,” he said. The President made the decision following the “repeated” passage of Chinese warships in local waters without informing the government.
Meantime, the government expressed hope that a “consensus” on the South China Sea dispute will be reached when President Duterte visits China this week.
