Ombudsman junks P73 million plunder complaint vs Arroyo, PCSO, COA officials

The Office of the Ombudsman dismissed a belated plunder complaint against former President Gloria Macapagal Arroyo and some officials of the Philippine Charity Sweepstakes Office and the Commission on Audit regarding the alleged misuse of intelligence funds.

Also charged in that plunder complaint were former PCSO chairperson Sergio Valencia, former general manager Rosario Uriarte, former budget and accounting manager Benigno Agua, former treasury manager Gloria Araullo, former Commission on Audit assistant commissioner Lourdes Dimapilis, and former auditor Nilda Plaras.

The complaint alleged that Uriarte, Valencia, and other PCSO officials supposedly diverted funds from the agency's operating budget to the intelligence funds by withdrawing them anytime without control measures. “The question involving the use of the PCSO’s CIF is not novel. In a similar case involving the use of the PCSO’s CIF for CYs 2008 to 2010, the Supreme Court dismissed the case against Arroyo and Aguas. The High Court ruled, among other things, that the Prosecution did not prove the existence to conspiracy among Arroyo, Aguas and Uriarte.
