Nograles, a Harvard-trained lawyer, is the vice chairman of the House Committee on Justice and on Indigenous Cultural Minorities. The neophyte solon noted that through the help of Governor Nini Ynares, and his colleagues in Congress, he will be able to concentrate his projects and services in Montalban while two more congressmen will represent the town of San Mateo, and the other Southeastern rural towns of Rizal.
