No to candidate substitutions

IN a press conference with local media in Guimaras last Friday, Commission on Elections Chairman George Garcia disclosed that he was planning to ask the full commission to approve a change to the rules regarding the substitution of candidates after the filing of certificates of candidacy , to take effect for the 2025 midterm elections. This is a most welcome and long overdue decision. Garcia seems confident that the Comelec en banc will agree, and we certainly hope that is the case.

To be clear, none of these have ever been a valid reason for a candidate who intends to stand for election not to file his or her CoC by the announced deadline, but unfortunately, the Comelec rules until now have tacitly allowed it. For substitutions due to withdrawal, it is left to the Comelec to establish a deadline, and in the past, the poll body has shown great flexibility in doing so, even treating substitutions of this nature on a case-to-case basis.
