INFANTA, Pangasinan — Fishermen here who reported seeing on Tuesday a foreign vessel in the West Philippine Sea about 40 nautical miles from this town's coastline were no longer sure about what they saw.Cpt. Christopher Nacional, this town's police chief, said that the fishermen signed affidavits saying that they were not certain that what they saw was China's or another country's ship.
Upon reaching the payao, they would throw at least a hundred fishing hooks and lines into the water and patiently wait until fish bite them.A payao is a floating artificial reef usually made up of small bamboo rafts, with palm leaves hanging under the rafts to attract small fish that feed on the planktons that settle on the fronds.Bigger fish, like yellowfin tuna, are in turn attracted by the small fish.
