"Kesa habol tayo ng habol ng supply . I will not be surprised if Singapore frogleaps to becoming a water supplier to its neighbors from once being a water-dependent country," said Valeriano, chairman of the House Committee on Metro Manila Development. He said the Philippine Atmospheric, Geophysical, and Astronomical Services Administration had declared that the forthcoming El Niño is certain, stronger, and will stay until the first quarter of next year and may recur in its 2nd semester. "Thus, the cycle of longer and worse dry season."

"They have advanced through the talents of even foreign engineers and scientists whom they invite to their annual innovation exhibition right in Singapore. Their goal from 'water independence' is now 'water security'. We must achieve this," the Manila solon said.
