He was the former Philippine National Police-Criminal Investigation and Detection Group director-general who tipped the Department of Justice about the illegal drug and other criminal activities “managed” by prisoners. The information prompted the December 2014 raid at the NBP. Apart from CIDG, the said law enforcement personnel involved in the scam were allegedly officers assigned at the National Capital Region Police Office and Police Regional Office 3 .
It was then revealed that the personalities involved in the “agaw-bato” modus were dealing with high-profile Chinese inmates in the NBP. Drilon asked Magalong if the rogue policemen involved in the modus are still in service, to which the latter replied, “Yes.” “Nevertheless, whether it is small or large, the fact that they are law enforcement officers engaged in these kinds of activities is something that we must condemn because our anti-drugs campaign would be a laughing stock if these continue,” the senator said.
