Persons found lying in a legislative hearing or similar proceedings face a prison term similar in duration to imprisonment for direct assault or serious physical injuries under a bill approved on third and final reading in the House Representatives.

With 209 affirmative and zero negative votes, House Bill 8268 filed by Leyte Rep. Vicente “Ching” S.E. Veloso III was approved on final reading and will be transmitted to the Senate for its action.

A retired appellate court magistrate, Veloso called for the amendment of these provisions of the RPC after noting that penalties for two forms of perjury which are committed in criminal and civil court proceedings have already been made stiffer through congressional action. “Increasing the penalties for perjury should provide a sufficient deterrent against false testimonies, not only in a civil or criminal case in court, but also in all circumstances, including legislative inquiries and hearings, where a person is required to testify or subscribe under oath or through solemn affirmation in lieu of an oath,” explained the lawmaker.

Under the bill the penalty shall be prision mayor in its minimum period of up to eight years to prision correccional in its medium period or maximum of ten years.
