Senator Panfilo Lacson chided President Rodrigo Duterte for again defending Health Secretary Francisco Duque III and rejecting calls for his resignation, as the number of COVID-19 cases in the country continues to surge.
Lacson was among at least 14 senators who called for Duque’s resignation in mid-April, when local transmissions of the novel coronavirus were beginning to spike. Duque's"failure" to do simple contact-tracing on the country's first cases was further aggravated by his refusal to assume responsibility, Lacson said.
Duterte delivered a speech Sunday night, August 2, following an urgent plea from the medical community to revert Metro Manila and its surrounding regions to a stricter lockdown for two weeks. On Saturday, August 1, more than 80 medical groups asked the President for “timeout” for the country to regroup and rethink its strategy in addressing the pandemic.

I think letting Duque go, is equivalent of Duterte admitting his government fails in handling this pandemic, and I don't see him admitting that.
Doque knows a lot as in a LOT of Duterte's dirty laundry. Remember Doque's brother is one of Duterte's bestfriend way back when they're still student up until now.
