Did Senator Panfilo M. Lacson, tagged as ‘’Mr. Clean,’’ blink on his policy of not accepting gifts from a grateful citizen he is legally mandated to help?

Lacson gave away his rigid position on this ‘’no gift acceptance policy’’ when he said during a radio interview that it is probably time that our laws should adopt the Filipino culture.Filipino culture allows the acceptance of goodwill gifts that is locally called ‘’utang na loob ’’ whose value may be described as ‘’nominal.’’

The Philippine National Police and Department of Interior and Local Government leadership had told the PNP rank and file not to accept gifts. He cited instances when families of kidnapped victims they rescued would come lugging millions of pesos but his policy then was they reject reward money. He then said it is probably time to revisit current laws on this matter because there is no definition on what consist ‘’nominal value’’ of a gift.Lacson said current laws against the acceptance of gifts is ‘’very rigid.’’
