In a statement, Silang Mayor Kevin Anarna said the structures, such as a ranch built on a parcel of land critical for the completion of the toll road, have no permit from the municipal government.“The structures are found illegal... We already have issued notices for compliance,” Anarna added. The still undelivered 450 meters of right-of-way land has been delaying the construction of the CALAX Silang Interchange segment with the target date being moved several times.About 40,000 motorists, from the current daily traffic of 33,000, will be served once the Silang Interchange opens.

CALAX’s operational segment spans 14.24 kilometers with interchanges at Greenfield-Mamplasan, Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay, and Silang East. Other expressway interchanges — namely Open Canal, Governor’s Drive, and Kawit — are targeted to be finished by 2023.
